Suggestion Title: Reload the map

How would it benefit the server: We need to reload the map in every 1 hours or 20 rounds because when a staff joins he sees 150 reports, starts handling one and the system makes him handle an otehr one. We can fix this issue with reloading the map.

Additional notes: We need to do this cause the report system is not good with this issue atm
