Ok, so after reviewing the evidence I can see that clearly that, that is exploiting.

What you're doing to exploit is abusing the holster/equipping feature where you get more ammo, instead of reloading, you will be receiving a warning for the exploiting and I will speak to you in-game, although as for the RDM, I don't think this was RDM this could've been a case where it could've been his friends car, or something could've happened before the video.

User will be warned for exploiting, and talked to about the exploit.
