I don't think they do V.I.P. or Data transfers, but I could be wrong.

Also, this isn't enough provided proof, to get a transfer of any sourt. You'd need screenshots etc.

they can unlink the steam account from the forum account where the vip has been purchased and then you can relink it with your new steam account

Yes, I know. I just don't know if they'll do that.
