Hello R-Flex, I've spoken with Richard about this situation.

I've informed him that he is not to blow up his props in an attempt to gain an advantage in making his base unraidable, even if he did do it intentionally.

About the new rules addition, 4.34 Building in the elevator shaft, the people who was basing there, including Richard has been made an acception as the rule has only been added, and I can ensure you that the elevator will be re-added back soon.

The outcome of this request, will be accepted, I've given Richard a speaking to about the situation and informing him which rule it falls under, I will not be taking this no further than this.
