This isn't sufficient proof to show that he was RDMing, he could of placed those there for several reasons. The most likely being that he was going to raid the bank. I know for a fact that this guy and his friends were trying to raid the bank on SSRP 2 yesterday quite a lot so I'm pretty sure this was the case this time too.
