Bruce was right to punish you or delete your base. I'm not sure why the fuck he propblocked your shit with fences.. and he should've talked to you first seeing as this is just a minor misunderstanding. Even if it was a propblock.

Veritas will judge his punishment, but ZARP has a no refund policy. If you do get refunded, it is by Bruce because he feels bad.
