It's obvious,he wanted to kill as many people as possible for fun,or else why would the the guy say "100M Giveaway at fountain" right before the orb ,i mean i just find it hard to believe he genuinely wanted to raid.

If i wanted to kill people i wouldnt use an orb as it can barerly kill 2 people i would use a tgun or airstrike.
