Pugga chan was on Roleplay and as I and a friend decided to raid the bank, he decided to counter raid, we killed him and WITHOUT VOTING he switched to SWAT to raid for no NLR, in my opinion this is huge admin abuse but he says its okay, this is just a question.

Are staff allowed to change to any Police job without voting in order to raid the bank after being gangster?
