Explanation: Random Death Match (RDM) is a situation where a player kills another player without a valid reason.
Example: Player X is at the alley, suddenly player Y jumps at him and kills him without a valid RP reason, which of course counts as Random Death Match. <-- Correct explanation and example.

Explanation: New Life Rule (NLR) is a situation where a player dies at a district, he cannot interact with the district for 3 minutes long. Also, he cannot remember anything from his previous life for 3 minutes long and start a new one. <-- Explanation is good, bear in mind that players could be breaking NLR even when in different districts.
Example: Player X raids player Y's base and player Y kills player X. Player X gets mad and he returns to the district where he died at without waiting 3 minutes and he gets his revenge by killing player Y. <-- Fairly good example.

Player x accuses player y for RDMing him, the console log shows that player y killed player x.
First of all I will teleport to player X, and ask him if I can take him to a sit. Then I will hear his story. Then I will teleport player Y to the sit and hear his story, too. If player Y won't confess that he RDMed player X, I will ask player X for valid proof. If player X has valid proof I will warn player Y for RDM. If player Y confesses that he RDMed, I will warn him for RDM. <-- Good manner of handling stuff, however I'd suggest asking player Y for the kill reason. If he provides an invalid one or doesn't even know why he killed him, that could still classify as RDM and it is up to you on how you'll handle the matter.
Explain how you would handle the following situation:
Player x accuses player y for breaking NLR, the kills are pretty close together in console (a few lines apart) at a peak time.
I will tp to player X and ask him if I can take him to a sit, and then hear his story. After that I will tp player Y to the sit and hear his side of the story, too. After that, I will ask player X for more proof, if he has proof I will warn player Y for breaking NLR and tp them back to their last RP location. If player X doesn't have any proof I will tell him that I cannot do anything without proof and tp them back to their last RP location. <-- Not a bad way of handling stuff. Keep in mind scenarios such as revenge RDM and repeated spawnkilling. The logs could be showing player X killing player Y multiple times within 3 minutes, but for all we know, player X could've also been spawnkilling player Y.

Player x calls for help in the OOC chat because his bank is being raided
I will PM player X and I will give him a verbal warning that he is breaking the rule "Metagaming". I will explain to him what "Metagaming" is. If he keeps doing it I will warn him. <-- Good way of doing it, I'd do the same.
I'm unaware of your current warnings, and how that seemingly accidental RDM happened, but I see you have potential, your application is short, but on point, well formatted and without any unnecessary banners/fonts. I see you have potential, and from my POV I consider you'd make a good moderator.
