In my opinion staff have to use the zarp rules as a guideline, they have to look at the context behind the rule break, why it happened and could it have been avoided.

In this case if Ezehzz had made an F1 and no staff came he wanted to obtain enough evidence for a forum post. Yes he broke a rule but because of the context of the rule break I would personally speak to him and ask him not to do it again but a warnings isn't really necessary.
