You sure you're verifying the cache because I've done that to plenty of games and it's never magically uninstalled it or got removed. Verifying just replaces broken or missing files for the game I don't even think it as anything in it to uninstall a game. Id say make sure you're not just removing the deleting the local content when you are trying to verify because there both in the same menu
