At the disrespecting part you said:

Then if he carries on I would gag/mute this player.If they still did not get the message I would screenshot the messages and get a higher rank to ban this user So he learns his lesson to not do it again as it is not acceptable.As we are all playing the same gamemode and should just be nice to each other since everyone should just enjoy a gamemode since that is what its there for!

You are forgetting an very important command here. the ulx warn command. If someone didn't listen to you in first place you are going to gag/mute him what you already said and gave him a warning.
