Why would he be talked to. It's a demote request and he can easy improve 100% more if he gets demoted and reapplies after about 3 weeks. Would probably be alot more efficient.

This is clearly demote worthy imo as he should know this is against the rules as a staff member. You don't need to be talked to in this situation.
