After it happened I just told Sarah what happened and that weapons in your hotbar are NOT illegal, then he said I had my weapon(tommy gun) out and shot with it. Indeed I did this, but then again, there's no rule against have someone seen with a weapon out and allowed to arrest him for it then. first I didn't want to make this demote request because it could be some fun or joking around, but when I realized hat Sarah didn't knew the rule I was shocked.
Then I asked for confirmation to Morgan, which confirmed it that it's not arrestable when having a gang weapon in your hotbar.
