The moderator in question was not near his base but still in the area of it he was most likely un aware that you were planning to raid the base of the gang that he is part of.
There for he thought you just rdmed him Hence why he froze you (( I SPECULATE)) I think he froze you because he may have thought you were going on a tgun spree.

Now lets get down to the facts. : you killing a gang member near by a gang base because you are raiding it is permitted which means the rdm warning was false in this case.
The rdm warn could have easily been prevented if you
told him that you were raiding his gang base instead of saying cross fire this would have caused less confusion if you did.

I think this was just a big misunderstanding.
