My Verdict:

Friendly player
As I have told you before, your recent activity is important
Also, I think you rushed while making this app, needs more effort
Need to improve some parts of application (look below)

For these reasons, i will stay

As staff team, we don't instantly tp or /warn users when they metagame. However, if they continue doing that, we consider as they are doing it on purpose and warn them.

New Life Rule, also known as NLR, Is you cant go back to the district you died at. Example: Player Y raids Player X and Player x killes player y and player y comes back and kills player x becuse he killed him.

You forgot to add that NLR has 3 minutes timer, not infinite. And also, your example is more likely Revenge RDM than NLR.

You can warn the player if they confess or do not have valid reason or keep changing stories / lying. Just wanted you to know this, but if both players accuse each other without proof, then you'd be right at that point.
