He isnt applying for Forums, the forums and servers are 2 completely different things, his attitude may be terrible on the forums, but may not be on the server. I don't know if it is any different personally.

I agree with Exro here, as you go from server to server, people wont forget how you act. He may not be applying for the forums, but his actions are still open for the whole community to see, which can determine some peoples votes.
