Mike, a citizen, is walking down the streets when the server is empty. He becomes a gangster, he now has a Jackhammer. Another player joins the server, John. John is a citizen and sees Mike. Mike remember John killing and arresting him plenty of times before. Mike sees this as his chance to kill him, as revenge. He does. Mike just RDM'd.

Your RDM scenario is a bit like "Revenge RDM" but since he has just joined the server, I think it can be considered as RDM.

NLR stands for New Life Rule. NLR is when a player must forget everything that happened in their past life. Whenever a player is killed, that player must forget everything that happened before they died. This means: Not going back to where you died before waiting 3 min (If he/she got raidied, they must wait for the raid to be over) and forget who/what killed you.

Lilly respawns and goes to raid. Lilly goes to a warehouse where the players Richard, Mike and John are. Lilly kills all three of them. She is still inside when they respawn. Both three, Richard, Mike and John waits 3 min and returns to the base and kills Lilly. This is breaking NLR since you may not return to the base when killed if it is still being raided.

For NLR, you cannot go back to the same district you died for 3 minutes. You can go back to your base to defend from raid once the NLR timer is over. Your scenario is wrong, and it also conflicts what you say in your explanation.
Player x accuses player y for RDMing him, the console log shows that player y killed player x.
1.Hear the story from both of them
1.5 (check the logs while listening to story)
2.Tell that player y did wrong
3.Warn player y for rdm

If they refuse that they RDM'd, you need proof. Death log doesn't mean that someone RDM'd.

Player x accuses player y for breaking NLR, the kills are pretty close together in console (a few lines apart) at a peak time.

You cannot tell that it was NLR because the logs were pretty close. If someone doesn't confess, you have to ask for proof. You cannot just warn for the death log.
