From my point of view:
I wouldn't RDM. The situation taken place could seem like RDM from Timo's point of view, but as I've explained to him multiple times, I had evidence of him being a traitor.
The map was ttt_innocentmotel_b6 (try exploring it before making a verdict here, the situation was extremely map-specific).
There is a little room before the T room where you have to enter. A player was stood inside the T room, Timo was around 10 feet away from it, I was behind him. He looked over where the button for opening the T room was, I head a door open, and Timo started running. I quickly checked if the player was still in the T room entrance, which he wasn't (he entered the T room). The person who entered then said "I'm in the T room, but I'm not T". which a traitor wouldn't say.
I added two and two together, and went after Timo. If I was RDMing (which is dumb) I would've killed literally anyone else. As of killing him, I wasn't surprised that Timo was a T.
After the incident, Timo started sending me insulting messages and RDMed me two times in a row just out of pure revenge (which is against the rules).

etc. This carried on, false reports, staff disagreeing and disrespect, etc. until Hoi decided that he's broken enough rules to be banned.
FOR THE APPLICATION ITSELF:
This isn't the first incident that involves Timo and breaking rules. Staff disrespect. spam, RDM, etc. is not unfamiliar to Timo. I have nothing against the person, it's just his acts that ruin his situation.
Overall, I can see why he got angry and why he started breaking rules, but in my opinion he needs a little break. For the rules he broke, it should be more than two weeks, however he does show loyalty and "friendliness" to the other players in the server, which means he's more important than just a random rule breaker.
