Server Name: Deathrun 1&2

Suggestion Title: Change name.

How would it benefit the server: It is a new feature of VIP, it is like bhop: !vip and you can change your name to anything that you want.

Potential Issues/Exploits: Racist, Rude, etc names. You can name yourself as a STAFF.

Additional notes: It can let people change name without reseting Gametrackers by changing Steam names.
