Reason - He is using an exploit to scam people in trades. Changing amount of money before he accepts.
Story - He started a trade and asked for some special weapons, i offered a bad one to start as i thought he would scam, he then asked for something worth more, so i added an rpg, he traded for 13 mil to start with, he accepted then he quickly changed to 1$. I then canceled the trade as i have evidence of the exploit. Note that he has done this to many people and changed his name since this morning.
