Basically, what happened between me and him is a cop scanned his base, he went out and shot the cop, I was also a cop in the building opposite of his base, I was AFK with my Physgun out, he shot me assuming that I was part of the raid even though I wasn't, which is clearly not a valid reason.

This is a whole different situation, not only did you cross the KOS line but you also entered the property that they were raiding which is a whole different thing, however, as I said, I'll leave it to a different lead team member.
