You don't warn someone for a false f1 it could easily have been a misunderstanding on his end

You should tell him not to meta game before warning him, he might not know the rules behind it fully and you should explain it to him and then if he keeps doing it you can then warn him for meta

For now it's a as you don't seem to know how to handle situations propaly and seems very rushed
