I told N3verwind it was the guy, but he was half AFK, and I Needed to do something quick because my base could get messed up because of him slamming props into it.

You admitted to killing a guy for breaking rules in that post, how far do you expect this to go?
"I Needed to do something quick because my base could get messed up because of him slamming props into it." you call a admin to deal with it, you don't pull out weaponry and begin to unload its magazine.

As far as I know I can kill if someone is breaking NLR.
