Those two (and a few more) were the reasons I stopped playing on ZARP. And you can't blame me for it either, who would want to play on a server with two high ranking staff members that just troll and break rules with no punishment because they are the "law". Even though I doubt it will happen because of the friendships between these two and higher ups, I would like to see some kind of action be taken against adminges.

Actually they didn't break any rules in this case because

1. Morgan can kill anyone even if they are in his gang.
2. Morgan can't see gangtags on top of players heads
Also just because someone is trying to have fun in a way doesn't mean they need to be demoted, but maybe if they're breaking rules they will be talked to and possibly demoted.
