I can't seem to find the time when he actually attempts to arrest you, from what I can see in the video is that he goes into the building next to you and fails to acknowledge you were there. Furthermore you were crouched therefore he could not see the wanted bar, so he must have presumed you were not wanted. I am interested to see the outcome of this report abuse.
