Negative Sides:

Not a high amount of game-play hours.
Your explanation of "Metagame" is missing something.
Your explanation of how you would handle each situation relays on evidence or confession, in some cases there are other ways, I recommend you read the staff guide.
Food for the Mind: what if the player breaking "Metagame" continues to do so, at least 3 more times what will you do than. - add it to your application "Metagame Situation" part.
Your "Why You" section is quite short, I recommend extending it, at least 5 more lines.
