Explain "Random Death Match" and give an example scenario. Random Death Match is when someone randomly shoots someone without saying or rping. <-- Partialy right. You can't simply kill people without an RP reason, even though you announced that you're going to kill them. No example provided.

Explain "New Life Rule" and give an example scenario. New Life Rule is when you die you do not remember anything about your past life and you cannot go to the place u died for a certain time. <-- Expand on this one. Specifiy the place and the timer. No example given

Explain "Metagaming" and give an example scenario. So Meta Gaming for my example is basically when someone gets shot by a guy that is wanted you switch to the swat job and arrest him for killing. <-- You gave an example of job abuse. This needs to be redone. No example provided either.

Explain how you would handle the following situation: Its true Y killed X so X reported him and Y gets jail time because the statement is true
Player x accuses player y for RDMing him, the console log shows that player y killed player x. <-- What? No. You can't jail as a mod, and the handling here is horrible. You can't base your judgement only on the logs. Maybe player X made a false report?

Explain how you would handle the following situation: Player X might of killed Player Y and Y came back to the spot he died prob to kill Player X because Player Y is mad.
Player x accuses player y for breaking NLR, the kills are pretty close together in console (a few lines apart) at a peak time. <-- I see no handling in this one. You should also ask for proof at all times, and consider scenarios such as spawn killing. Redo this one.

Explain how you would handle the following situation: I would tell Player X to call the civil protection this is not an admin prob I would explain to Player X why it is not.
Player x calls for help in the OOC chat because his bank is being raided <-- Once again, wrong! Player X is metagaming and you should handle this rulebreak, but you don't even know what metagaming is.

Verdict

Application at first glance looks rushed, and content-wise it is horrible, the same with your activity.
You clearly have no idea on how situations should be handled, and I suggest reading the rules because it seems like you don't know them.
