The Review

Explain "Random Death Match" and give an example scenario. RDM is when you kill someone without any rp reason eg: if player x killed player y for no reason player x would have just RDMed player y. <-- Explanation is good, example could be a bit more detailed.

Explain "New Life Rule" and give an example scenario. NLR is if you die in the bank vault you cant go back into that district and you have to forget everything about that life until 3 minutes is up if you did go to the district or kill that person you will have broken NLR. <-- I suggest redoing this part. NLR isn't only limited to the bank vault or it's district. Also, where's the example?

Explain "Metagaming" and give an example scenario. Meta gaming is if you use /ooc to ask for someones help in your base eg: if you get arrested you cant use /ooc to ask someone to bail you out. <-- In this part, the definition is vague. Example is okay, but the definition should be redone. Players can ask for help in OOC without metagaming. Take a look over the rule again.

Explain how you would handle the following situation:
Player x accuses player y for RDMing him, the console log shows that player y killed player x. I would first ask what happend and check the logs if the logs say player x was RDMed by player y i would question player y why they did this then would warn him for rdm. <-- Hold up. We are not NASA. We don't have such advanced logs to tell if it was RDM or not. You will need to ask for a kill reason and further proof if needed, you can't just punish based on logs
Explain how you would handle the following situation:
Player x accuses player y for breaking NLR, the kills are pretty close together in console (a few lines apart) at a peak time.
I would ask player y why they killed player x and why they broke nlr then check the logs if it is true i would warn him and take him back to spawn. <-- Contrary to popular belief, logs don't show NLR either. You should also take in consideration scenarios such as spawn killing and self-defense, and ask for evidence if needed.

Explain how you would handle the following situation:
Player x calls for help in the OOC chat because his bank is being raided. the /ooc chat is for out of character chat i would talk them through the basics of it and then tell them to read the rules and then probably give him a verbal warning so he wont do it again if he did do it again i would warn him for meta gaming. <-- Hmm, seems alright as long as you use chat channels for it. Teleporting/Bringing the player is highly unnecessary

The Verdict

At first glance, your application looks okay, but content wise it should be improved. You should get a better grip of certain rules and you should learn to express yourself better, so players can fully understand a situation, and you should also reconsider the manner of handling most things.
Your activity is good, and you'll have to procure proof that the warning has been removed.

I have yet to decide if you'd make a good addition or not.
