The situation you cut is an example of metagaming that is the exact same as your explanation of metagaming only the explanation isn't an explanation but a situation. Seems you're a bit confused.Explain how you would handle the following situation:
Player x calls for help in the OOC chat because his bank is being raided
Other than that I feel your explanations are lacking and so is the way you say you would handle things. As for the NLR situation you said you would only check the logs if the reporting player had proof? Checking the logs in that situation is the first thing you do, regardless of proof. Further more you should always talk to both the reporting and reported player as there might be more to it than meets the eye.
