If you tell a staff member that you made an F1 and you require help I bet they'll deal with your F1. If they can't see F1s they should still assist you as this is their job. You do need to keep in mind that there are a lot of players that require help and you can't be number one 24/7. Also forcing staff to be on duty is stupid. There are multiple situations where someone might be unable or doesn't need to do staff work in a day.
