Explain "Random Death Match"give an example scenario: Random Death Match called shortly RDM is when player X and kills player Y with non-RP reason when player y has no KOS in him/her. <-- Explanation is true, but could be expanded. Define KOS. It's not TTT here, you can't really call a KOS out on someone. You have also not provided any example.
Explain "New Life Rule" and give an example scenario: New Life Rule called NLR when player X dies and he has to forgot his past life. If he had a base he can't go back there. There is a timer on the top of the screen. <-- Vague. Should be expanded on. Define the area restricted to player X and the timer, and you have also provided no example.
Explain "Metagaming" and give an example scenario: When somebody tells his IC things (eg: place, being raided and need help).
(OOC) Player X: ALL COPS TO PD IT IS BEING RAIDED!!!!
<-- Explanation is highly vague. People can be telling those "IC things" without metagaming. The rule reffers to these "IC things" being relayed only through appropriate channels. Example is however good.
Explain how you would handle the following situation:
Player X accuses player Y for RDMing him, the console log shows that player Y killed player X

I will tp them to a safe place where we can talk and ask player x (away from player Y)where it happened, is he had KOS pastline sign on the Y's base, I will ask the same details from player Y.
I will check the base and if he had his KOS pastline up Y won.Again, really vague. You shouldn't constrain yourself to only certain scenarios such as a place having a KOS line. You should always ask for a kill reason, and then if needed, proof.
Explain how you would handle the following situation:
Player x accuses player y for breaking NLR, the kills are pretty close together in console (a few lines apart) at a peak time:
Player Y will receive a verbal warning (I will check his warns for NLR). If Player X had RDM'd Player Y then Player X will receive a warning.<-- How exactly will you punish player Y based on his past punishments? What if he broke NLR in the past, but hasn't done it now? Player Y will recieve an unfair warning. And if player X RDMed player Y, that doesn't mean player Y can break NLR. Reconsider this one.
Explain how you would handle the following situation:
Player x calls for help in the OOC chat because his bank is being raided: I will give him a verbal warning and if he does this again I am going to warn him. <-- Not a bad way of handling.
The Verdict
You only have 11 hours. That is already quite not enough for being a moderator. I reccomend ~30.
You have a really lackluster application, explanations could be expanded and worked on, and so the ways of handling. In most cases you have also not provided any examples.
Unsure of your recent warnings, but I still belive that you need to get more gametime, and learn the ways of how to handle a situation, and get a better grip of the rules.
