the how you would handle this situation with meta gaming there is no /911 and if i was handling that i would see if the player is not busy then either tp to him to tp him to you and explain that it is meta gaming and potentially give a verbal warn

there are other variables that you need to think of it cant just be a raid and who says it was all in the same district if you try to get a confession it would be good but you might beable to ask for proof and if lucky get some video evidence.

this is a good explanation but nlr just means entering the district you died in not necessarily killing because that gun dealer might come back into the district and tell a police office that he needs to stop his base getting raided or something along those lines.

to answer your question no we dont have hit logs and also you dont need to restrict your self to one possible scenario and you might need to get proof if he denies rdming and comes up with a valid reason why he killed him.
