The Review
Explain "Random Death Match" and give an example scenario: Random Death Match (RDM) is when you kill players with no reason. For example, a gangster comes to the mine and kills miners for no reason. <-- Explanation itself isn't wrong but bear in mind that players can also have an invalid reason for it still to be RDM, example is okay.

Explain "New Life Rule" and give an example scenario: New Life Rule (NLR) is when you die, you go back to the place (district) that you recently died at. There will be a NLR timer and when that ends, you can return to that location but NOT get revenge on the player you got killed by. For example, a hitman killed you and you are super mad. So you decide to go back to your NLR spot. If its either asking something like "why did you kill me?" or killing the hitman for revenge, it is still NLR. <-- Explanation is decent, and so is the example, but I suggest reformulation hence players could be breaking NLR without the need to get revenge.

Explain "Metagaming" and give an example scenario: From what I believe when you metagame, it means that you use OOC to give advantages to other players or yourself. For example, (OOC) Brother Zenternal: Hitman, there is a bounty on a miners head, he is at the mine right now. <-- Example is okay, explanation can be expanded on.

Explain how you would handle the following situation:
Player x accuses player y for RDMing him, the console log shows that player y killed player x.
First ask if the player has tried to mug / raid or even the player had a hit on them. Next, I would ask for video proof or screenshots. If its true that player y RDMed player x, I would warn player y for RDM. <-- You shouldn't limit yourself only to certain scenarios such as a mug or a raid, and you should always ask for a kill reason first. And I also doubt screenshots can be solid proof against such a case.

Explain how you would handle the following situation:
Player x accuses player y for breaking NLR, the kills are pretty close together in console (a few lines apart) at a peak time.
First I would check if they did break NLR. If they did, I would ask why they did it. If the reason isn't valid (which it never is), I would give player y a warn. <-- How exactly would you check if someone broke NLR? We have no logs of locations and you can't simply base your judgement only on the logs. You must first try to get a confession, and if you can't get to one, the accuser needs proof. Consider cases such as spawnkilling and self defense.

Explain how you would handle the following situation:
Player x calls for help in the OOC chat because his bank is being raided.
I would warn them for metagaming. <-- I wouldn't say it is an incorrect way of handling stuff but it seems pretty harsh IMO. We don't really want mods handing out warns like flyers. A verbal warning first would do, if the player continues, then it's alright.

Also FYI, SSRP uses FAdmin and not ULX.

Verdict
I honestly have seen you as a friendly person and you definitely have potential, but I suggest reviewing the rules once again and get a good amount of activity per day, each day to prove us that you will remain active.
