Suggestion Title: Change the standard map after a server crash/restart from Bank to Whitehouse

How would it benefit the server: I think a lot of people are fed up with having to play on Bank over and over after a server crash, switching to an other map wouldn't do any harm. Whitehouse also gets underplayed these days, despite being a very popular and liked map back in the days.

Potential Issues/Exploits: Whitehouse was the previous base map, people might get bored of it. (I don't think this will be the case since 75% of our playerbase are 'new' players at the moment.)

Additional notes: As stated above Whitehouse was the previous base map, yet now it is drowning somewhere in our big mappool and gets barely played.
