He's using the same wrong effort ess application since he first applied, he has not improved his understanding of rules, and neither changed his attitude in game, given his recent punishments. I do consider you made a valid point, but some people get mad sometimes when they see him not improving even though he's been helped, and flaws in his behaviour/application have been pointed out several times.
