Metagaming is talking in out of character (ooc) about something that happend in character.
<-- explanation itself is vague. People could be discussing something that happened IC two days ago, people might be telling stories on how they raided that big OP base. Metagaming is giving IC info in OOC, and also using info from OOC, IC.
Scenario: /ooc *name of a player* is raiding the bank, go cops get him.

Explain how you would handle the following situation:
Player x accuses player y for RDMing him, the console log shows that player y killed player x.
Ask player X for proof, if he has proof I will warn the other guy after listening to he's story.
If he doesn't have any proof, I will talk to player Y and if he admit I will warn him otherwise I am telling player X I can't do anything.
<-- Generally, not really a bad way of handling situations, but neither the best one. You should first listen to the accuser's story, and ask the acussed for a kill reason. If he confesses/fails to give a valid reason or any reason at all, you can go ahead and warn him. If player Y and player X have both valid stories, which are similar, further proof is required from player X

Player x accuses player y for breaking NLR, the kills are pretty close together in console (a few lines apart) at a peak time.
I will again look for proof, same situation as the other question.
Not really. NLR and RDM are different situations, the approaches might be similar, but they should be treated differently, since in case someone broke NLR, there are different factors to consider.
Explain how you would handle the following situation:
Player x calls for help in the OOC chat because his bank is being raided
First time I will just tell him to not do that, second time I will warn him for metaming.
