So what I could understand from this is that you let your Arabic friend, that doesn't speak English, join an English server without telling him the rules. You then let him off in his own on a server he didn't know the rules on and couldn't communicate on.

I'm guessing you're appealing for him? If he doesn't speak English how do you expect him to play on a server that is English?

1 warn in 1 hour is pretty much if you ask me, normally when you join you get the rules in your screen and then you can read them. So you don't have to break them in the first place.
