This is a good app but there are a few bad bits about it let me help you and point them out,

You don't need to capitalise every word , i fixed it !!
NLR counts for the whole district not just the same place you died, i fixed it too !!
Logs show kills, not place of death unless provided proof you can only see that the 2(+) kills where within 3 mins of each other ,
The how would you handle if someone meta games in ooc how you would handle it question , instead of making it a lot more difficult just say back in ooc something like this,
(OOC)John:Help my bank is being raided !
Just respond something like this
(OOC)Charlie: John please don't metagame, use /pm for that bud. If you do it again then I will have to warn you.
