The NLR explanation is completely wrong you would have what happened because player x could of went to spawn lets just say and started shooting at player y first but player y killed him or it could be the bank or PD are getting raided so there allowed break NLR and there is no need to jail them for 3 minutes just warn them and put them back to spawn if they come back straight away just warned them again
