As Tom pointed out, the 'first shooter' could be an Innocent chasing a Traitor after he has gathered enough evidence against him.
What does this even mean? Who do you call kos on and why would you intervene? If the player that gets shot at is the Traitor he will die on-hit, if he is an Innocent the shooter will die. As I said, no need to intervene.

Also, you could put the acceptable KOS reasons and their scenario in one paragraph, no need to split them up in two different parts as it looks messy and isn't very handy to read.

No, we can't "forget that part". As a staffmember you're supposed to represent Zarp and show yourself an example for the Users. Imagine everyone being 'annoying' like you, wouldn't be very fun to play on a server like that, would it?
You basically just admitted that you're a rulebreaker in your application, good job.
