Pretty obvious the player RDM'd you, I don't really see proof of him disconnecting to avoid punishment at all, he could have timed out, there's multiple scenarios. I'm going to give him a warning in game, and let him know if a hobo is bugging you with bugabait, do /me Stop throwing bugbait at me, next time you do it I open fire, or something similar to this to avoid scenarios like this from happening again, thanks for the report!
