That's just stupid then. If the guy was asking to be shot, and you shot him. Then there's no need for a report.

There are times when there's two or more people shooting the traitor and someone runs into someone else's view and gets killed; most of the time that's forgiven.

Discombulators on the other hand are another thing. You need to know when to throw one and that it doesn't affect other innocents/traitors. Throwing a discombulator in the middle of an open area with more than two people and where there's fall damage is never a good idea.
