So before the server goes into Beta or similar i really think a rule similar to this is needed to keep up Serious roleplay

"6.5" When role-playing within the view of NPCs (Non-Player Characters) , for example, the NPC inside Burger King,, NPCs must be treated as regular players, where possible; for example, if a player is using a firearm to mug another player within Burger King, the NPC that resides within Burger King should also be threatened and taken-into consideration.
And if you fail to take the NPC into account you are basicly mugging a guy with witnesses watching aka putting your life at risk aka 3.2
Scenario : Mario is getting his car at the car dealer NPC, then Tadgee and fizzay pulls up with a gun and mugs him. The NPC then would call the cops unless Tadgee and fizzay takes care of him with example shooting the NPC in the head or tying him up. In that case the NPC would not call the cops and fizzay and tadgee is no longer risking their lives.
After the situation is over the NPC would still be "alive" as its not really "dead" or similar other in that RP sitaution.
