I would bring both of them to a roof so we can talk without being disturbed, then i would ask Player X of proof that he got RDM'd, if he has valid proof i would warn Player Y, if not i would ask Player Y if he has proof of not doing it, if both of them has no proof i will trust the console completly and warn Player Y for RDM. But before I warn him i will ask him if he has a reason for the RDM, if he has a valid reason for the RDM, like self-defence I would verbally warn Player X and let Player Y unwarned.
