Suggestion Title: Remove No Build In Mine

How Would It Benefit The Server?: It would benefit the server because many miners get RDMED and since they don't get refunds, they just lost 1 mil. They is no reason that this shouldn't be a rule as long as they are not blocking access to any ore veins than they should be able to protect themselves with a dome of sorts. Why don't they just shoot the person trying to RDM? Well Most people have autoclickers that run for them and thats how they make money, so they look back at their computer DEAD. They lost one mil and couldn't do anything about it. Also most things are one shot kills. I don't know how many times i have lost a diamond pick to a mutant oh wait yes i do 3 times. People who say that mining is a risk free way of making money THEY ARE WRONG. Miners can easily be killed and lose everything they have worked for because they aren't allowed to build a protective shield from RDMERS. Alot of Admins say just report it to me and i'll warn the RDMER, I have a question for you is a warn gonna get my DIAMOND pick back. Again their is absolutely no point we should not be allowed to build as long as we are not blocking any ore veins.
