As opposed to the off chance that they get cop and arrest people anyway. And if they don't arrest everyone, they'd only RDM everyone instead. A simple vote won't stop a rulebreaker from rulebreaking. There are far more people who want to play cop normally than people who want to mass RDA. You're only hindering them too.

And I know it'll probably never fly, because everyone likes their gangster bases to be easy to defend and easy money printing and whatnot.

Not everyone wants it to easy. I find it
to be pointless and a waste of time to wait till you get accepted. The more annoying part is when criminals keep voting no, knowing that most RP as those. I agree with you, this suggestion is not a bad one at all.
