I didn't own any of the Drug Labs, etc. but when I checked the motd during the time that Phantom put the Drug Labs down, the rules stated that only printers could not be in the bank. This has since been changed to include all raidable entities, but I'm not sure if that's an entirely valid reason for demoting him.
