Rockford is a PERP map, meant for RP. Many of the buildings have been designed with that in mind. The majority of the houses are in apartments, meaning that the whole "people never basing on top of you" thing is kind of wrong. It'd be interesting to see how it would work, but I don't think it would work well at all.
