What person in their right mind walks up to a guy with a fat gun, based on knowledge from a previous life, and takes pictures of him right next to him?
He did not demand for the camera to be put down. He whispered "you should put the camera away" like any rulebreaker would say. That is not a demand. This is blatant FailRP.
The rules do not classify how demands must be worded, but I can certainly classify it as a demand as the definition of the word 'should' includes 'obligation' meaning that they want you to do something; thus it is a demand.
Demands like this should be said with /me or said more clearly "Put the camera away, or I'll kill you"
The /me function is used to depict actions which are otherwise impossible through game mechanics, not to tell people what to do.
He didn't keep me at gunpoint, he was wondering around with a gun and just shot me.
The guy has a gun, you had a camera. He told you to put it away, you chose not to; the rules don't suggest at any point that he has to tell you the same command every time you enter his line of sight for it to be okay for him to shoot you for not complying.
Also, you wouldn't keep someone at gunpoint like that open in the public. Hostaging/mugging should be done in an alleyway, not right out in the middle of town.

That's what I thought at first when joining this server. I have since learned otherwise. /me is used on this server to say things like:

-- Which I don't think he did, I class it as blatant RDM. But even if it was how you imply, it's failrp.
